INCENTIVE PROGRAM:

The City of Kerrville will consider participating in local and state sponsored development assistance.

Development Partners:
Possible partnerships could be with the Texas Department of Agriculture, the Texas Department of Economic Development, the Texas Workforce Commission and the Kerrville Economic Improvement Corporation.

Types of Projects:
Assistance will be based on the potential economic impact and benefit to the area.

Grants for:
The City of Kerrville may issue bonds to fund economic development provided by our charter in an amount and to the extent the bonds will allow.
Kerrville approved the 4B Sales Tax in compliance with the Texas Legislature's Development Corporation Act of 1979 thus creating the Kerrville Economic Development Corporation.

Skills Development:
The city of Kerrville, the local Texas Workforce Center and the Alamo Workforce Development, Inc. partner to offer no cost job training, recruitment and screening services.

  • Texas Capital Fund Grant-Infrastructure and Real Estate
    State of Texas initiative for loans or grants for real estate, infrastructure and Main Street designation cities
  • Permit Fee Waivers
    certain development fees waived throughout construction phase
  • Infrastructure Partnerships
    joint or multi-partnership for construction of or improvements to project site that may include water, wastewater, drainage, streets, lighting, sidewalks
  • Lease Abatements
    lease agreements abated on a gradual scale as it relates to city owned property or ground leases for front end relief
  • Land Exchange
    city owned property used in exchange for job creation and vertical building improvements
  • Low Interest Loan Pools
    approved lower interest rate loans through local financial institutions for building improvements to Main Street district sites
  • Tax Increment Financing
    a defined area whereby local governments can use publicly finance structural improvements and enhance infrastructure
  • Section 380 Grants
    a sales tax refund form of grant whereby the city can refund a portion of new, earned sales tax for a certain period of time and/or amount
  • Freeport Exemption
    property tax exemption for items classified as 'freeport property' for 175 days
  • Public Improvement District
    a financing tool allowing the city to finance public infrastructure through collection of special assessments
  • Texas Leverage Fund
    State of Texas loan program to the 1/2 cents sales tax corporation to finance land, buildings, machinery for manufacturing
  • Enterprise Zone
    a designated area established by local government created to facilitate many state and local programs
  • Reinvestment Zone
    a designated area specifically established for abatement programs based on jobs created and/or improvements on a site within the zone
